How do I import an update in to my software that is a .txt file? And actually have it work?

I am at work and need the answer as soon as humanly possible, so I know I will get no answers, but here goes anyway. I have a program that I use to collect data. It was in its raw form when we first received it. We went over all changes neccessary, and the man with the plan sent us a text file to update the software to the way we wish it to be. Now I just wish I knew how to do that.How do I import an update in to my software that is a .txt file? And actually have it work?

Did he rename it to a text file to bypass email filters and you are supposed to rename it to an executable file? Is it a program or just a macro for Excel. You need to call the man with the plan.
